During year 2003, the city counted on an ample cultural agenda impelled by the Municipality of the Metropolitan District of Quito, the same one that was sheltered within the frame of the celebration of the 25 years of the declaration of Quito First Cultural Patrimony of the Humanity.

Later during year 2004, and within the frame of the Latin American nomination of Capital Quito of the Culture, this cultural agenda grew remarkably getting itself to promote monthly more than 100 activities between own made by the Municipality through its different directions and companies and the activities that are executed by other institutions that have been added and wanted to be part of that cultural agenda of the city.

Continuing in the same conscious line and of the preponderant paper that it represents the cultural development in the conservation and construction of the identity of the towns, this Municipal Administration has decided to maintain the support to the artistic-cultural activities that are generated in the city, as 2005-2009 Quito contemplates to it to the social strategic axis of the Plan of Government Towards the Bicentennial, for which by means of Administrative Resolution nonA0011 of date 25 of February of the 2005, Exempt Culture” like organizational unit that efficiently plans and executes the programming of the cultural activity of period 2005-2009, within the framework of the commemoration of the two hundred years was solved to conform the Committee “of First Shout of Independence in America.
